Highly Respected Headteacher (HRH) Tim Boyes - Chair of Birmingham Education Partnership shows how he can live by the Nolan Principles i.e. the Seven Principles of Public Life of Selflessness, Integrity, Objectivity, Accountability, Openness, Honesty and Leadership through this damning Audit Report by Birmingham City Circus, who could not be bothered to carry out a thorough and proper investigation. Birmingham Audit did not even interview Keith Townsend who had attended a Governing Body meeting on 25 June 2008 and said this about Grouse Cottage:
The Moseleians Association would like to establish a fund to help to pay for the refurbishments required. The costs would be approximately £30,000.
Not only do our children suffer from poor quality school leadership; inadequate teaching and learning; recycled lame excuses, historical low attainment to warrant pay progression according to Education Commissioner Peter Clarke CVO OBE QPM and religious discrimination, but the school budget that is meant to be spent on high quality spiritual, moral, cultural, mental, physical and academic development of our children is being paid to a member of the Moseley School Interim Executive Board to carry out unauthorised work - without planning permission - on a property that does not even belong to the school! Clowns and jokers like Thelma 24% Probert OBE, Tim Boyes and financially challenged Inderpal Lotay would not be allowed anywhere near schools in Sutton Coldfield or Solihull, so why are they allowed into Moseley School? No wonder, pupils of Pakistani heritage are one of the lowest achieving groups in Birmingham according to Sir Bob Kerslake (page 43).
The West Midlands Police Economic Crime Unit should investigate this scam and Keith Townsend should help the Police with their enquiries.
Highly Respected Headteacher (HRH) in Trojan Horse Plot to take over a large inner city Birmingham school
How Tim Boyes tried to take over an inner city Birmingham school with the help of Reverend Jackie Hughes through one destructive structural proposal after another such as a National Challenge Soft Federation, then a National Challenge Hard Federation, then an Anonymous Amalgamation, then a National Challenge Trust, then an Interim Executive Board and finally a Foundation.
How Tim Boyes was portrayed as the permanent Head of a blandly anonymous amalgamation between Moseley School and Queensbridge School.
In 2009 the Moseleians Association published a webpage making outlandish claims:
- The announcement of the establishment of a hard federation with Queensbridge School.
- Association members may be concerned at the possibility that Moseley's unique identity may be subsumed into a blandly anonymous amalgamation.
- Moseley School was fortunate to secure the inter regnum* services of another highly regarded City school Head, in Tim Boyes (from Queensbridge), whose appointment as head of the enlarged school has now been made permanent.
* Surely, they that should say: 'Ego sum a plebeium'
Perhaps Keith Townsend - an active member (does he really sport a beard now - it's not a very good disguise) of the Moseleians Association - can explain?

An Audit Report into the refurbishment of Grouse Cottage in Wales found the firm, TBC Tuscan* commissioned to undertake the work was owned by Xxxxxxxxx a member of the Interim Executive Board (IEB). Refurbishment work that was originally estimated would cost £30,000 ended up as a £75,000 item in the school budget for unspecified work. Perhaps Keith Townsend can explain how the cost he originally quoted more than doubled? A further £131,000 was then spent without obtaining the necessary approval. Financial procedures were breached by failing to obtain quotes from other builders before the work started. Furthermore, planning permission was not obtained before the work started. Whilst HRH Teflon Tim was meeting with DfE officials complaining about the conduct of Muslim governors he, he was using spending the school budget like there was no tomorrow and breaching financial procedures by not seeking at least three competitive quotes to get value for money.

Luckily for Highly Respected Headteacher (HRH) Tim Boyes that Ian Kershaw, Eversheds and Peter Clarke CVO OBE QPM did not notice and Ofsted did not bother to check how effective the Interim Executive Board - made up of so called school experts - was in overseeing the financial performance of the school and making sure its money is well spent. It exposes how shoddy and biased their investigations were. They cherry picked the evidence that suited the narrative in the Trojan Hoax letter and anything that did not, was disregarded as an inconvenient truth best swept under the carpet, in the vain hope that no-one would notice. This is wishful thinking and a fine piece of detective work indeed.If there was an elephant in the room called Tim Boyes, the Cherry Pickers would still not be able to spot it. No wonder, Cllr. Albert Bore looked confused, dazed and shaken when told about the dubious methodology, bias and lack of objectivity and accuracy in the Trojan Horse investigations and subsequent reports. These reports would not withstand judicial scrutiny.

Tim Boyes shows how he can actively promote community cohesion as well as fundamental British values of democracy, the rule of law, individual liberty and mutual respect and tolerance of those with different faiths and beliefs by visiting a local mosque and acting like a bull in a china shop in perpetuating longstanding religious discrimination at Moseley School. When the new Chair of Governors of Moseley School met the then Head of School Effectiveness (Ineffectiveness) Reverend Jackie Hughes in 2008, she told the new Chair of Governors that the Statutory Daily Act of Collective Worship at Moseley School was a joke! How did she know?
Ofsted now require schools to invite an Imam to lead an Assembly [sic, Statutory Daily Act of Collective Worship]. Tim Boyes will avoid this requirement by extending an invitation to an Imam (assuming he can find an Imam who is completely oblivious to Boyes's reputation in the community) to visit Queensbridge School on Eid Day! Why would Time Boyes do that? Because that's how the Highly Respected Headteacher (HRH) operates. Queensbridge School organised the consultation event to become a Foundation School on Eid Day!
