Why didn't Birmingham City Council appoint Springfield Ward Cllr. Habib Rehman as a Local Authority Governor on the Moseley School Governing Body? He's only the Chair of the Hall Green Constituency and so has no status whatsoever as far as Birmingham City Council is concerned.
